CR-2026-04-10: Standards Scope Segmentation

Change Request

Field Value

CR ID

CR-2026-04-10-standards-scope-segmentation

Title

Standards Scope Segmentation — Universal, Work, Personal

Requested By

Evan Rosado

Date Submitted

2026-04-10

Priority

P1 — framework architecture

Category

Documentation Standards

Environment

domus-captures (standards framework)

Context

universal

Status

Complete — implemented 2026-04-10

Business Justification

All 20 standards applied uniformly with no distinction between CHLA work (hospital infrastructure, CAB processes, iTrack, compliance) and personal (Domus Digitalis home lab, self-managed systems). These are fundamentally different environments with different constraints, risk tolerances, and operational processes.

Projects already had clean separation (pages/projects/chla/ vs pages/projects/personal/). Case studies already used :context: work | personal. Standards needed to follow — they were the last gap in the scope segmentation model.

What Changed

New Attribute: :std-scope:

Added to every standard page file alongside existing :std-id:, :std-status:, :std-domain:.

Scope Value Meaning

universal

Applies to both work and personal — foundational practices

work

CHLA-specific — compliance, team processes, CAB, hospital infrastructure

personal

Domus Digitalis — home lab, self-managed infrastructure

Existing Standards Tagged

All 20 existing standards tagged :std-scope: universal — they define how to work, not where. The work/personal distinction comes from new scoped standards.

Three New Standards Created

ID Standard Scope Content

STD-021

Change Advisory Board (CAB)

work

iTrack fields, approval workflow, change lifecycle, personnel roles, scheduling

STD-022

CHLA Network Operations

work

ISE policy changes, VLAN provisioning, trunk config, 802.1X closed mode, verification commands

STD-023

Home Lab Infrastructure

personal

LUKS, AppArmor, UFW, kernel hardening (8 sysctl checks), systemd sandboxing, key management, security dashboard

Scope

In Scope

  • :std-scope: attribute added to all 23 standards (20 existing + 3 new)

  • STD-021, STD-022, STD-023 created with full content

  • Registry updated with Scope column

  • Nav entries added with scope labels

  • CLAUDE.md (repo) updated with new standards and scope explanation

Out of Scope

  • Refactoring existing standards content by scope (standards remain universal)

  • Case study context tagging (covered by CR-2026-04-10-case-studies-modularization)

  • Project directory restructuring (already complete)
